Why does this certificate ask for up to three years instead of one?
Most tender eligibility clauses specify a minimum average or cumulative turnover over the preceding three financial years, not a single year's figure — this format lets the CA certify all three years on one document with a computed cumulative total, matching how most NIT/tender turnover-eligibility clauses are phrased.
Does the certificate compute the average turnover automatically?
It computes the cumulative (summed) total across whichever years are filled in; the average is a simple further division by the number of years certified, left to be worked out against the tender's specific clause since some tenders define "average" over 3 years regardless of how many years the bidder actually has data for, which this certificate does not assume.
What if the entity has fewer than 3 years of turnover history?
Leave the unused year fields blank — they are dropped from the printed certificate entirely rather than showing as empty rows, and the cumulative total simply reflects whatever years were actually filled in. Whether a newer entity meets the tender's eligibility criteria with fewer years of turnover is a question for the tendering authority's specific clause, not something this certificate determines.
