What quantitative details does Form 3CD clause 35 require?
For a trading concern, clause 35(a) requires quantitative details of the principal items of goods traded — opening stock, purchases, sales, closing stock, and the shortage or excess. For a manufacturing concern, clause 35(b) requires the same discipline for the principal items of raw materials (including consumption and the yield of finished products), finished products, and by-products. Per the ICAI Guidance Note, principal items are broadly those constituting more than 10% of aggregate purchases, consumption or turnover, and reporting is made to the extent the assessee's records make it practicable — which is exactly what a register maintained through the year provides.
Is FIFO valuation permitted for inventory in India?
Yes. Both AS 2 and Ind AS 2 permit cost to be assigned by FIFO or weighted average (LIFO is not permitted under either standard), and inventories are carried at the lower of that cost and net realisable value. The formula chosen must be applied consistently for inventories of a similar nature from period to period — switching between FIFO and weighted average year to year is a consistency breach, not a policy choice.
How does FIFO layer valuation actually work?
Each receipt creates a layer at its own rate. Issues are priced from the oldest unconsumed layer first; when an issue exhausts one layer and eats into the next, the issue is split across the two rates. The balance at any date is the sum of the open layers, and that identity — balance value equals the sum of open layers — is the built-in self-check of the register. The layers note column in this format records the open layers explicitly so the closing valuation can be re-performed by anyone.
Who has to maintain a stock register?
No statute prescribes a single format, but several converge on the substance: section 128 of the Companies Act requires books that explain the company's transactions and financial position (which for inventory-heavy businesses means quantitative records), Form 3CD clause 35 requires quantitative details in every tax audit, and CARO 2020 clause 3(ii)(a) requires the auditor to report on management's physical verification of inventory — with discrepancies of 10% or more in the aggregate for each class of inventory to be reported. Lenders against stock also require monthly stock statements that must tie to this register.
