Why is covenant compliance tested as an internal control rather than left to the lender to monitor?
Relying on the lender to catch a breach means finding out only after the relationship has already been damaged, and often after a technical default has already triggered under the loan agreement. A covenant-compliance calendar that computes each ratio on the entity's own schedule catches a drifting metric early enough to renegotiate or correct it before it becomes an actual breach.
What goes wrong when bank guarantees and letters of credit aren't tracked in a register?
Two common failures: paying renewal/commission charges on an instrument that is no longer needed because the underlying obligation closed, and — the more serious one — an expired guarantee leaving the entity exposed on an obligation it assumed was still covered. A register with expiry tracking is what prevents both.
Who typically approves surplus-fund deployment, and why does the checklist test for a policy rather than just the decision itself?
Deployment decisions (fixed deposits, mutual funds, inter-corporate deposits) are usually approved by a treasury or finance committee under board-delegated authority. The checklist tests for a documented POLICY (permitted instruments, tenure, counterparty limits) because ad hoc deployment decisions without a policy framework are themselves a control gap, independent of whether any individual decision turned out fine.
