CASH TRANSACTION COMPLIANCE WORKING PAPER

Entity: ___ · PAN: ___ · Previous year ended: ___ · Assessment Year: ___

Purpose: to document every cash-transaction instance identified during fieldwork that tests against the four cash-limit provisions — Section 269SS (loans/deposits taken in cash), Section 269T (loans/deposits repaid in cash), Section 269ST (cash receipt from a person, aggregated across a day/single transaction/transactions relating to one event or occasion), and Section 40A(3) (cash business expenditure). Instant single-transaction testing is available at the companion cash-transaction-compliance-checker calculator (linked below) — this working paper is for recording what fieldwork actually found, across every instance, with the total exposure computed.

Verify the current cash-limit threshold for each section before concluding whether a listed instance actually breaches the limit — Section 269SS/269T apply per loan/deposit transaction (not aggregated), Section 269ST aggregates across a day, a single transaction, or transactions relating to one event/occasion, and Section 40A(3) applies per payment to a person in a day. Conclude separately for each instance rather than relying on the total alone.

Common questions

FAQs.

How is this working paper different from the cash-transaction-compliance-checker calculator?
The calculator tests one transaction at a time, interactively, for whether it breaches a specific section's cash limit — useful during planning or when a client asks about a single payment. This working paper is the audit-fieldwork record: every instance actually found while testing the books gets logged here, with the total cash-transaction value across all instances computed automatically, so the finding is documented in one place rather than scattered across separate calculator runs.
Are Section 269SS/269T penalties automatic once a cash loan is identified?
The penalty under Section 271D (for 269SS) or 271E (for 269T) is not automatic — it requires a separate penalty proceeding, and "reasonable cause" under Section 273B is a statutory defence the assessee can raise (for example, an isolated transaction under genuine business exigency has sometimes been accepted as reasonable cause in case law). Document the instance and the surrounding facts here; whether reasonable cause applies is a judgment call for the assessee's counsel/CA to argue if the case is selected for penalty proceedings.
Does Section 40A(3) apply to every cash expense over the threshold?
No — Rule 6DD carves out specific exceptions (payments to banks/government, payments in areas not served by a bank, payment on a bank holiday, certain agricultural produce purchases, and several others). Test each instance against Rule 6DD before concluding disallowance applies; a cash payment above the threshold that falls within a Rule 6DD exception is not disallowed.
