Which certificates does a bank branch auditor have to issue?
The commonly requested set per the ICAI Guidance Note on Audit of Banks: a cash verification certificate for the year-end cash balance, a certificate on the deposit data feeding the DICGC premium computation, compliance certificates on the Ghosh and Jilani committee recommendations (where the bank still requires them), and a certification of the branch data used in the Bank's Basel III capital-adequacy computation. The exact kit is set by each bank's closing instructions and varies — some banks add interest-subvention claims, government-scheme subsidy claims and other return certifications.
Are the Ghosh & Jilani committee certificates still required?
It depends on the bank. Certificates on implementation of the Ghosh Committee (frauds and malpractices) and Jilani Committee (internal control and inspection) recommendations were a standard part of the branch-audit kit for years, but several banks have dropped them from their closing instructions. Check the current year's closing circular: if the bank asks for them, issue them in its prescribed questionnaire format; if not, they are not required.
Is a separate UDIN needed for each certificate?
Yes. ICAI requires a UDIN on every certificate a CA signs, and each certificate in the pack needs its own UDIN generated under the "Certificates" category on udin.icai.org before issue. Quoting one UDIN across the whole pack is not compliant.
What is the Basel III / capital-adequacy certification at branch level?
The branch auditor certifies the branch-level data that feeds the bank's CRAR computation under the RBI Basel III Capital Regulations — classification of advances by risk weight, unavailed limits, and off-balance-sheet exposures such as guarantees and letters of credit. It is a data certification supporting the head-office computation, not an opinion on the bank's capital adequacy; the return formats are bank-specific.
Does the branch auditor compute the DICGC premium?
No — DICGC premium is computed and paid at head-office level under the DICGC Act, 1961. The branch auditor certifies that the branch's deposit figures reported for the assessable-deposits computation agree with the books. The certificate format and the reporting dates come from the bank's return and closing instructions.
