Why do banks require project cost and means-of-finance certification before disbursement?
Term-loan sanction conditions commonly require independent confirmation that the total project cost and the funding sources tally, before releasing funds — this prevents a project from being under-financed part-way through construction, which is a common cause of stalled projects and loan stress. The CA certificate gives the bank independent verification rather than relying on the borrower's own project report figures.
What does a positive variance between cost and finance mean?
A positive variance (project cost exceeding means of finance) is a genuine funding gap — it usually means the promoter needs to bring in additional margin, or the bank/lender needs to revise the sanctioned amount, before the project can proceed as costed. The certificate reports the variance as computed rather than forcing the two sides to balance.
Does this certificate cover cost overruns during construction?
