Who typically requires a utilization certificate?
Government departments and PSUs disbursing grants or subsidies (e.g. MSME schemes, state industrial incentives), and companies that have given CSR grants to implementing agencies or NGOs under Section 135 of the Companies Act, 2013, commonly require a CA-certified utilization certificate before releasing the next tranche of funds or closing the grant.
What happens to an unspent balance shown on the certificate?
The certificate simply reports the unspent balance as a fact — what happens to it (carried forward for continued use, refunded to the sanctioning authority, or transferred to a specified fund) is governed by the terms of the sanction letter or grant agreement, not by this certificate itself.
Does the CA verify that expenditure matches the grant's sanctioned purpose?
Yes — the certificate's value lies precisely in confirming that amounts were spent on the purpose for which the grant was sanctioned, not merely that money left the bank account. Bills, vouchers and the expenditure head classification should be checked against the sanction letter's approved purpose before certifying.
