What is "drawing power" and why does the certificate compute it?
Drawing power (DP) is the maximum amount a borrower can actually draw against a cash credit or overdraft limit at a point in time — it is usually lower than the sanctioned limit itself, since it is recalculated each period from current stock and book-debt levels net of the bank's margin requirements. Banks require a CA-certified stock statement precisely so the DP figure is independently verified, not just self-reported by the borrower.
Why are the margins entered as amounts rather than percentages?
Margin percentages are fixed by the bank in the sanction letter and can differ by facility, so this certificate collects the resulting margin amount directly (percentage × value, already worked out) rather than assuming a rate — that keeps the certificate accurate regardless of which margin rate the bank has actually sanctioned.
Why are book debts over a certain age excluded from the drawing power?
Banks typically exclude book debts beyond an ageing cutoff (commonly 90 days, though this varies by sanction letter) from the drawing-power computation, on the view that older receivables are less reliable as security. Only "eligible" book debts within that window should be entered in this certificate — check the specific ageing limit in the borrower's sanction letter before certifying.
