This certificate independently cross-references the bank-issued Foreign Inward Remittance Certificates (FIRCs) against the invoices/shipping bills named above; it does not itself constitute the bank's FIRC. It addresses realization of the amounts stated only, and does not certify the FEMA reporting position on any related foreign investment (see our FEMA Compliance Certificate for that) or the income-tax withholding position on any related outward remittance (see Form 15CB for that). This certificate is based on the information furnished by the entity named above and verified to the extent considered necessary; it does not constitute an audit opinion within the meaning of the Standards on Auditing.

Why do exporters need this certificate in addition to the bank's FIRC?
The bank's FIRC simply confirms a remittance was received into the exporter's account. This certificate goes a step further, independently matching those bank realizations against the specific invoices/shipping bills they relate to — the kind of invoice-to-realization mapping the AD bank needs for EDPMS closure, or that SEIS/RoDTEP and GST export-refund claims typically require as supporting documentation.
Is this certificate the same as a FIRC?
No. FIRC (Foreign Inward Remittance Certificate) is issued directly by the bank as proof that a remittance was received. This is a separate CA certificate that cross-references those bank-issued FIRCs against the exporter's own invoices and books — the two documents serve different purposes and neither replaces the other.
What if realization happened after the timeline prescribed under FEMA?
Export proceeds must generally be realized within 9 months of the shipment/invoice date under FEMA export regulations (the exact period can vary by RBI notification). If realization occurred later than that, the certificate should note the delay explicitly rather than certifying timely realization — the exporter may separately need RBI/AD bank compounding or an extension approval for the delay.
