What are the six Ind AS 38 criteria for capitalising development expenditure?
An entity must demonstrate: (1) the technical feasibility of completing the intangible asset, (2) its intention to complete it, (3) its ability to use or sell it, (4) how it will generate probable future economic benefits, (5) the availability of adequate technical, financial and other resources to complete it, and (6) its ability to reliably measure the expenditure attributable to it during development. All six must be met — meeting most of them is not sufficient.
Why is the capitalisation vs. expensing split computed here rather than just left as two blank lines?
The two figures are meant to reconcile to total R&D spend for the period, and that total is itself a number management and the audit committee will want to see stated plainly rather than re-added by hand — so the working paper computes it automatically once both figures are entered, reducing a manual-addition error on a figure that often gets quoted directly in board reporting.
How does DSIR registration relate to R&D expenditure testing?
A weighted deduction under Section 35 of the Income-tax Act for in-house R&D is only available for expenditure incurred at a facility recognised and approved by the Department of Scientific and Industrial Research (DSIR). If the claimed expenditure doesn't correspond to activities at the DSIR-approved facility, or the recognition has lapsed, the tax deduction is at risk regardless of how the expenditure is classified for accounting purposes.
