We opened the cag.gov.in page that reproduces Articles 148 to 151 and a cag.gov.in page on the audit provisions of the 1971 Act, and ran searches on the name and role. We did not open the text of the 1971 Act itself, because the India Code site returned an access error.
What the letters mean
| Letter | Word |
|---|---|
| C | Comptroller |
| A | Auditor |
| G | General |
The Constitution uses the hyphenated form "Comptroller and Auditor-General of India". Everyday use drops the hyphen and says "CAG". Some official pages also write "C&AG".
The word "comptroller" refers to control over public money, and "auditor" to checking it afterwards. For the full picture of the office, read the role, appointment, independence and powers of the CAG.
What the CAG is, in two lines
The CAG is the head of the Supreme Audit Institution of India. It checks how government money was raised and spent, and tells the legislature what it found.
What the CAG audits
The 1971 Act, passed under Article 149, sets the scope. In summary, the CAG audits:
- Government accounts. Expenditure from the Consolidated Fund of India and of each State and Union Territory with a legislative assembly, plus the Contingency Fund and the Public Account.
- Receipts. Money payable into the Consolidated Fund, such as tax and non-tax revenue.
- Stores and stock held by government offices.
- Grants and loans. Money given by government to other bodies, and in some cases the receiving bodies themselves.
- Government companies and corporations, under the Companies Act, 2013 or the law that created them.
What the CAG does not do
The CAG does not audit every private business. It does not run government departments or order them to act. It reports what it finds, and the legislature's committees take it forward.
Nor is it the same as the statutory auditor of a company. A chartered accountant firm audits a company's financial statements for its shareholders. The CAG audits public money for the legislature. For the company side, see statutory audit explained.
Who the CAG reports to
Under Article 151, reports on Union accounts go to the President, who has them laid before each House of Parliament. Reports on State accounts go to the Governor, who has them laid before the State Legislature.
The three types of audit
CAG's Auditing Standards, 2017 describe financial audit, compliance audit and performance audit. In short:
- Financial audit asks whether financial information is fairly presented.
- Compliance audit asks whether activities followed the applicable law, rules and orders.
- Performance audit asks whether economy, efficiency and effectiveness were achieved.
A fuller explanation is in government audit in India and the three types.
Why the name matters when you search
People often type "CAG" and mean different things. In India's public finance context it is the Comptroller and Auditor General. In other fields the same letters mean other bodies. If you meet "CAG report" in a news item on public spending, it refers to a report of this office, laid before Parliament or a State Legislature. If you see "CAG audit", it means audit by the Indian Audit and Accounts Department under the CAG.
Where to find CAG material
The CAG publishes its audit reports on its own website, cag.gov.in, which is also the place to read the Constitution's provisions on the office, the Auditing Standards and the Regulations on Audit and Accounts. Each State's audit offices keep pages for their own reports. When you quote a report, cite its title, year and the chapter or paragraph so a reader can find it.
A word on tone when you read reports
An audit report states findings against criteria for a period. It is not a verdict on a person, and it is not a final judgement. Departments reply, committees examine, and the legislature decides what follows. Read the scope and criteria first, then the findings, and then any reply given.
How the office is organised
The CAG heads the Indian Audit and Accounts Department. Its offices work at the Union level and in each State, and the same department compiles State accounts and audits them. The State side is explained in a later post in this series on the Accountant General.

Comptroller and Auditor General of India. The Constitution writes it as Comptroller and Auditor-General of India.

Government accounts, receipts, stores, grants and loans, and government companies and corporations, within the scope set by Parliament in the 1971 Act and other laws.

Is a CAG audit the same as a statutory audit?
