Energy Audit: Types, Process and Checklist (India)

What an energy audit is, who must get one in India, the walk-through and detailed types, the steps to run it, and a checklist of what to measure and report.

An energy audit measures where a site uses energy, finds where it is wasted, and recommends fixes with a cost and payback. In India it is voluntary for most businesses and mandatory for "designated consumers" under the Energy Conservation Act, 2001. This guide explains the types, the steps and a checklist you can take to site.

Last reviewed: 17 October 2026. Facts checked. We searched for the Energy Conservation Act, the 2022 amendment and BEE material on designated consumers. We could not open the Act, the amendment, or any beeindia.gov.in or powermin.gov.in page (connection failures), so the legal points come from search summaries that quote them. We did not verify penalty amounts and have left them out. The audit types and checklist are standard practice, not a legal list.

What an energy audit is

The Act, as quoted by BEE material, defines an energy audit as the verification, monitoring and analysis of the use of energy. It includes a technical report with recommendations to improve efficiency, a cost-benefit analysis and an action plan to reduce consumption.

So the output is not a list of readings. It is a ranked set of savings you can act on.

Who must get one

Under the Act, certain large energy users are notified as designated consumers. BEE material says designated consumers must have an energy audit done by an accredited energy auditor and must appoint an energy manager. BEE publishes a register of accredited energy auditors and auditing firms.

If you are not a designated consumer, an energy audit is your choice. Many businesses do one to cut bills or to support sustainability reporting.

To find out whether you are a designated consumer, check the criteria for your sector on the BEE site. We could not open it, so we cannot quote the thresholds.

Types of energy audit

Type Effort What you get
Preliminary or walk-through audit A few days on site, bills and a visual survey Where energy goes, quick wins and where to look deeper
Detailed audit Weeks, with metering and logging Measured losses, equipment performance, costed projects with payback
Investment-grade audit Detailed audit plus engineering design Numbers firm enough to approve a loan or capital budget

Names vary between firms. Ask for the scope in writing.

Process, step by step

  1. Set the objective. Is it a legal requirement, a cost drive or a sustainability disclosure?
  2. Collect history. Pull at least 12 months of electricity bills, fuel purchases and production figures.
  3. Walk the site. List the major energy users: motors, boilers, chillers, compressors, lighting, air conditioning.
  4. Measure. Use power analysers, loggers and flow meters for the big loads. Do not rely on nameplate ratings alone.
  5. Analyse. Compare actual use against design values and a benchmark such as energy per unit produced.
  6. Identify measures. Group them as no-cost, low-cost and capital projects.
  7. Cost and rank. Estimate investment, annual saving and payback for each.
  8. Report and agree actions. Name an owner and a date for each measure.
  9. Verify savings. Re-measure after the fix to prove the saving is real.

Checklist: what to examine

Supply side

  • Tariff, contract demand and power factor on the electricity bill
  • Transformer loading and distribution losses
  • Boiler and furnace efficiency, steam leaks and insulation
  • Renewable or captive supply, if any

Demand side

  • Motors and drives: oversized, running unloaded, no variable speed control
  • Compressed air: leaks, pressure set higher than needed
  • Pumps and fans: throttled instead of speed controlled
  • Cooling and air conditioning: set points, maintenance, run hours
  • Lighting: old lamps, lights on in empty areas

Management

  • Sub-metering by area or process
  • A named energy manager and a monthly review
  • A record of past audit actions and whether they were done
  • Meter calibration records

Where finance and audit come in

An energy audit report becomes a business case. Internal auditors can test whether the savings claimed in earlier projects appeared in the bills, and whether meter data used in reports is accurate. If you run a formal management system, see our ISO 50001 energy management system audit guide. For energy figures that feed a sustainability report, see the BRSR and ESG internal audit checklist.

Common findings

  • Bills show a power factor penalty that a capacitor bank would remove
  • Meters installed but not read, so no one sees trends
  • Savings from earlier projects never verified
  • Equipment replaced with the same rating, not a right-sized one

Frequently Asked Questions

What is an energy audit?

It is a structured review of how a site uses energy, ending in a report that ranks savings with cost and payback.

Is an energy audit mandatory in India?

For designated consumers under the Energy Conservation Act, yes, by an accredited energy auditor. For others it is voluntary. Check the BEE criteria for your sector.

What are the types of energy audit?

Commonly a preliminary walk-through audit, a detailed audit with measurements, and an investment-grade audit for large projects.

How long does an energy audit take?

A walk-through can take days. A detailed audit with logging usually takes weeks, depending on site size.

Who can do an energy audit?

For statutory audits, an accredited energy auditor listed by BEE. For voluntary audits, any competent engineer or firm, but ask for credentials.
