ISO 26000 and ISO 21001: Social Responsibility and Educational Organisations Standards Explained

ISO 26000 is guidance on social responsibility and cannot be certified. ISO 21001 is a certifiable standard for education providers. What each covers.

ISO 26000 gives guidance on social responsibility. It sets no requirements and cannot be certified. ISO 21001 is a management system standard for educational organisations with requirements, so it can be audited and certified. They look alike because both are ISO numbers about "people", but an auditor treats them very differently.

Last reviewed: 17 October 2026. Facts checked. We ran web searches on both standards and opened two pages. The Swiss government SME portal says ISO 26000 offers guidelines, not obligations, gives no certification and lists seven core subjects. The SQS (Swiss certification body) page says ISO 21001 is a sector extension of ISO 9001 for learning service providers, with a three-year certificate cycle, annual audits and that ISO 21001:2025 has been published, with 2018 certificates valid until 30 June 2028. That SQS date comes from one certifier, so confirm with your own certification body. We did not open iso.org or either standard's text, so clause details are not covered. We could not confirm a publication year for ISO 26000.

ISO 26000 in plain words

ISO 26000 helps any organisation act responsibly toward society and the environment. It is guidance, not a specification. The Swiss portal puts it as "guidelines and not obligations", and it gives no certification.

Seven core subjects are named in that source:

  1. Organisational governance
  2. Human rights
  3. Labour practices
  4. The environment
  5. Fair operating practices
  6. Consumer issues
  7. Community involvement and development

Some certifiers market services around ISO 26000. The sources we read say the standard itself gives no certification. Check what a certificate actually covers before relying on it. Search results from a certifier we saw also listed only five of the seven subjects, so use the full list above.

ISO 21001 in plain words

ISO 21001 sets requirements for an educational organisation management system. It aims to show that the organisation can support learners' competence and raise satisfaction among learners, other beneficiaries and staff. It applies to organisations that use a curriculum to support learning, from schools to universities and training providers, and the same standard can be applied to a training unit inside a larger company. It follows the ISO 9001 pattern, which is why it is called an extension of ISO 9001 for the sector.

It is certifiable by accredited bodies. The certifier we opened describes a three-year cycle with annual audits.

How to audit against each

ISO 26000: assess, do not certify

Use it as a lens, not a checklist.

  1. For each core subject, ask what the organisation does and what evidence exists.
  2. Rank the issues that matter most to your stakeholders.
  3. Compare policy with practice: complaints, incidents, supplier checks, community programmes.
  4. Report gaps and actions. If you give outside assurance on a sustainability report, that is a different engagement. See ESG assurance and social audit.

ISO 21001: audit like any management system

Follow the usual ISO audit cycle: plan, review documents, audit on site, report, correct, follow up. Our guides cover how to run an ISO internal audit and the stage 1, stage 2 and surveillance cycle. Nonconformities are explained in major vs minor.

What an auditor will want evidence for in an education setting, in plain terms:

  • Who the learners and other beneficiaries are, and what they need
  • Planning and delivery of teaching and support
  • Competence of teaching staff
  • Handling of complaints and feedback
  • Checking and improving results
  • Management review and corrective action

Confirm the exact clauses from the standard text.

Transition note

The certifier page we opened says ISO 21001:2025 has been published and 2018 certificates stay valid until 30 June 2028. If you hold or plan a certificate, ask your certification body for its transition plan.

Short checklist

For ISO 26000:

  • Seven subjects each reviewed
  • Stakeholders listed
  • Material issues ranked
  • Evidence kept for each
  • Actions with owners

For ISO 21001:

  • Scope and learner groups defined
  • Policy and objectives set
  • Processes documented where needed
  • Internal audit done before certification
  • Complaints and feedback tracked
  • Corrective actions closed
  • Management review minuted
  • Education audit tools such as the education institution audit workbook used for finance and control checks

Frequently Asked Questions

Can an organisation be ISO 26000 certified?

The sources we read say it cannot, because it is guidance with no requirements.

Is ISO 21001 only for schools?

No. It covers organisations that use a curriculum to support learning, including colleges, universities and training providers.

How does ISO 21001 relate to ISO 9001?

It is described as an extension of ISO 9001 for education. If you hold ISO 9001, much of the structure will be familiar.

Do ISO 21001 and ISO 26000 work together?

They can. ISO 21001 governs how the education system runs. ISO 26000 can guide wider social responsibility. They do not replace each other.

Is ISO 21001 mandatory in India?

We did not find a requirement. Check any rules from your regulator or funder.
