VAT Reconciliation for UAE Businesses: A Books-to-Return Checklist

How to reconcile your UAE VAT return to the ledger: sales, purchases, input tax and adjustments, with the differences that usually appear and how to explain them.

A VAT reconciliation proves that the figures on your VAT return agree with your ledger, and explains every difference. It is the check that finds output tax you did not report and input tax you claimed without support. It matters more as e-invoicing arrives, because invoices will pass through a central system and differences become easier to see.

This is a practical process guide, not tax advice. Confirm rates, return deadlines and penalties against the Federal Tax Authority.

What you are reconciling

Two things must tie out each period:

  • Sales: the standard-rated, zero-rated, exempt and out-of-scope sales on the return, against the revenue accounts in the ledger.
  • Purchases: the input tax you claimed, against the purchase and expense accounts and the tax invoices behind them.

The reconciliation, step by step

  1. Start from the return. List every box in the period's return with its figure.
  2. Total the ledger for the same period. Use the same dates. A cut-off difference is the most common cause of a mismatch.
  3. Split revenue by tax treatment. Standard-rated, zero-rated, exempt and out-of-scope sales should each agree with the return.
  4. Check the output tax. Tax at the standard rate on standard-rated sales should equal the output tax account. The UAE standard rate is 5%.
  5. Check input tax claimed. Match each claim to a valid tax invoice and to a purchase that relates to taxable business activity.
  6. List the adjustments. Credit notes, bad debts, reverse charge entries and corrections from earlier periods each need a reason and a reference.
  7. Explain the difference to zero. A reconciliation that ends with an unexplained balance is not finished.
  8. File the working with the return, so the evidence is ready if the authority asks.

Differences that usually appear

Difference Usual cause
Ledger revenue higher than the return Sales recorded after the period end, or exempt sales not separated
Return higher than the ledger Invoices issued but not posted
Input tax claimed above the ledger Expenses claimed without a tax invoice, or personal items
Output tax below 5% of standard-rated sales Wrong tax code on invoices

Tie it to e-invoicing

When e-invoicing goes live, tie the invoices submitted through the system to both the ledger and the return each month. See UAE e-invoicing from 2027. A mismatch among all three means an invoice was issued, recorded or reported in one place and missed in another.

Frequently Asked Questions

What is a VAT reconciliation?

A check that the figures on the VAT return agree with the ledger, with every difference explained.

How often should it be done?

Every return period, before filing. Doing it only at year-end makes errors much harder to trace.

What is the UAE VAT rate?

The standard rate is 5%. Confirm other treatments with the Federal Tax Authority.

Why does it matter for e-invoicing?

Invoices will pass through a central system, so differences between invoices, the ledger and the return become easier for the authority to see.
