Who issues a work completion certificate?
The client or owner of the work, or the engineer or officer in charge, issues it to the contractor. A contractor cannot certify its own work for this purpose.
What does a work completion certificate contain?
The name of the work, the work order or contract number and date, the location, the contract value, the dates of commencement and completion, the defect liability period if any, a statement of satisfactory completion, and the signature of an authorised person.
Why do tenders ask for it?
Tender authorities use completion certificates as proof of past experience and turnover from similar work. They often check the work order number, value and dates against the contractor's other documents.
What if the work is only partly complete?
Say so in the remarks. A certificate that overstates completion can lead to a dispute later, so state any incomplete items, retention or defect liability period.
